Okay, so explain to me why we can own bicycles, but actual motorcycles are not even for sale? I'm literally confused about this.

I just want a motorcycle again. I miss riding them. So badly. If anyone knows where to buy one, please.

Right. I'm doing well enough riding my Pokémon, but motorized machines would let them save their energy for battle.

Right? It also cuts down on travel time in general! If it was a license thing, alright, but outright being not allowed to? I don't get it.

Maybe it's for safety? Motor vehicles would probably cause more accidents, and this world doesn't seem as equipped to handle human injuries.

Still, the solution...is to build more human hospitals.

Exactly. The care when it comes to human life is... rather lacking. This wouldn't fly back home, due to all the fighting tournaments. With the lack of hospitals, they're bound to be overrun if a major disaster happens.
